The budget calls for a tax rate increase of 3 percent.

The appointment of Kirsten Gillibrand to Hillary Clinton's U.S. Senate seat is coming under fire from former New York Governor Elliot Spitzer. Spitzer told a radio talk show in New York that he wouldn't have picked the upstate lawmaker to replace Clinton.
Spitzer also said that Gillibrand has failed to make tough decisions on critical issues relating to the economy, civil rights, crime, guns and same-sex marriage. A spokesman for Gillibrand has suggested that Spitzer's comments are simply sour grapes since she was among the first Democrats to say that he should step down in the wake of a sex scandal with high-priced prostitutes.
