The city of Rochester is expected to face fiscal stress in the coming years. 

That’s according to State Comptroller Tom DiNapoli, who in a new report states Rochester is losing the ability to financially sustain itself and could see certain services be cut unless more funding is acquired. 

DiNapoli's report somewhat mirrors recent comments by Rochester Mayor Thomas Richards, who has said the city isn't going broke but that realistic conversations need to be had about the fiscal viability of the city.
