Governor Andrew Cuomo gives himself high marks in his two-year progress report.
The new report says Cuomo has balanced the state budget two years in a row and has brought long-term stability to state finances. The governor also gives himself credit for bettering New York's education system and pushing the ultimate passage of the Marriage Equality Act.
