    <description>I  do not understand what graduating rates have to do with anything. We certainly do not want children passed through just to get a good graduation rating. If it takes 5 or 6 years to get a child graduated - so be it. All children do not learn at the same pace or, for that matter, the same way.  Good for Elba !</description>
